Provision of Empty Homes Audit

Tender description

The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission an external audit of its long-term empty homes policy and interventions. This research is being commissioned by the More Homes Division of the Scottish Government (SG) on behalf of the Directorate for Local Government and Housing. The intention is that the external audit will: (i) set out the scale of the problem and the factors that contribute to empty homes; (ii) identify learning from the use of various interventions and powers across Scotland to bring empty homes back into use; and (iii) review UK and other relevant approaches to determine their relevance to the Scottish context An external audit of Scotland's long-term empty homes policy and interventions. It is anticipated that the research will extend over 6 months and will draw on existing data compiled and provided by SG analysts. It will likely be a mixed methods project, although we will welcome suggested methodologies from bidders that fit the brief. The project will work with local authorities and other key stakeholders, such as representatives from the Scottish Empty Homes Partnership, COSLA and ALACHO. The findings of this audit will help inform how commitments on empty homes within the Housing to 2040 Strategy can best be met.
