Housing Insecurity and Hidden Homelessness - Prior Information Notice

The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission a piece of research to reach a better understanding of those people who are homeless, at imminent risk of homelessness or who face housing insecurity but do not appear in Scotland’s official figures. This research is being commissioned by the Better Homes Division (BET) of the Scottish Government (SG) on behalf of the Directorate for Local Government and Housing. This research would focus on people who do not approach their local authority for help; people who approach their local authority but do not get a response that meets their needs; those who find alternative solutions; or those who do not see themselves as homeless. We would like the findings of the study to (i) help us understand people’s lived experiences of housing insecurity and hidden homelessness (ii) determine whether some groups are more likely than others to experience housing insecurity and hidden homelessness; (iii) determine whether some circumstances and/or structural factors increase the risk of homelessness; and (iv) help us to improve homelessness services so that no-one is left without support. It is anticipated that the research will take place over 12 months. It is anticipated that this work will be mainly qualitative, although we will welcome suggested methodologies from bidders that fit the brief. The project will work with key stakeholders as well as those with lived experience of hidden homelessness or housing insecurity.
