Tender description
**PRE-MARKET ENGAGEMENT EXERCISE** The PSNI is preparing to initiate a procurement process to establish a contract for the provision of 24/7 custody healthcare, in accordance with Police and Criminal Evidence (Northern Ireland) Order, Codes of Practice C (PACE), which sets out the statutory requirement for clinical treatment and attention for detainees’. As part of the preparation, Construction and Procurement Delivery (CPD) is undertaking a Market Sounding exercise on behalf of the PSNI and is inviting suitably qualified and experienced suppliers, who may have an interest in this project, to complete the attached questionnaire at Appendix A to assist PSNI gain a better understanding of the feasibility of their requirements, the most appropriate approach, the capacity of the market to deliver the services and any possible risks or issues that may not have previously been considered. The primary purpose of taking an individual into police custody is to make them amendable to the investigation of a criminal offence of which they are suspected. Subjecting an individual to detention is to deprive them of their liberty; the process is intrusive, risk laden and for many it is a period of great anxiety and stress. The Police and Criminal Evidence (Northern Ireland) Order 1989 (PACE) Code of Practice “C” places a statutory obligation on the custody officer for the care and treatment of detained persons. Custody officers must ensure that detainees receive appropriate clinical attention as soon as reasonably practicable if the person appears to be suffering from a physical illness or mental disorder; is injured; or appears to need clinical attention. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE MESSAGING FUNCTION on eTendersNI**
