Derry City and Strabane District Council (DCSDC) is currently running a pilot on Community Resilience supported by the Regional Local Government Civil Contingencies Team. The pilot entitled, “Community Resilience: Prepare, Adapt, Strengthen” aims to strengthen existing Community Resilience Groups (CRGs), embed community resilience into existing Local Government workstreams where relevant and broaden the remit of the Regional Community Resilience Group. Mid and East Antrim Borough Council are also taking forward a pilot which will run in parallel and input into the overall review process. Community Resilience is the sustained ability of a community to effectively employ the resources and expertise available locally to prepare for, respond to, and recover from adverse situations and emergencies. Fostering a strong sense of community resilience in the CRGs across the DCSDC area will allow for the adaptation and growth of a community in the aftermath of an incident. The CRGs engaged in the pilot will build community capacity to tackle the cause of risk, identify local needs, reduce vulnerabilities and implement relevant mitigation measures to be ready. • Being ready means a community can identify a potential incident, prepare for anticipated disruption, respond safely to help themselves and others, and support recovery. • Being ready means enhancing the capacity of individuals and communities to ensure continuity of services in the aftermath of an incident to facilitate recovery. • Being ready means enhancing existing Community Resilience Groups (CRGs) and establishing further groups in both rural and urban communities to understand changing needs and promote Community Resilience across society. • Being ready means the Regional Community Resilience Group (RCRG) being proactive to the different needs of communities across Northern Ireland and working in partnership with CRGs to develop homegrown resilience. Within the pilot there will be three parallel strands progressing: Strand 1: Work with established CRGs in DCSDC area to promote Community Resilience through identifying localised risks and co-designing a Community Resilience Plan and Activation Protocol for testing. Emphasis will be on a co-design approach, working with CRGs to deliver on the aims of the pilot; including a workshop based on international good practice e.g. the Vulnerability and Capacity Assessment as advocated by the Red Cross. Strand 2: Work with relevant partners to embed Community Resilience in alignment with relevant Council workstreams, such as Community Development/Planning, Children and Young People, PEACE Plus, Climate, Business Development/BID etc. and across broader organisations in the Voluntary and Community Sector. (Wider partners/agencies may be included depending on capacity/resources). Strand 3: Aligning with the National Consortium of Societal Resilience (NCSR) six steps to begin the process of moving towards societal resilience and the development of local resilience capability, by establishing a realistic timeline for work to enhance coverage and capacity based on the learnings from the pilot. - A scoping exercise will be undertaken for both strand 1 and strand 2, establishing what is already happening within communities; how identified risks are ranked; and understanding how prepared communities and individuals are. As strand 1 and 2 are underpinned by a co-design approach, the progress of the pilot will be shaped by learning from existing workstreams which will feed into the development and testing of a Community Resilience Plan template and activation protocol. - A two-way integrated communication system is required for both strand 1 and strand 2 to ensure community-specific risk priorities are kept up to date; warning mechanisms are effective; and potentially to capture annual review of post-pilot work including provision of and access to resources. DCSDC require an organisation that will help to facilitate workshops to establish Community Resilience in an integrated manner in Derry City and Strabane area as outlined above.
