Provision of specialist services for the delivery of key actions under the HRD Strategy

In 2017 the EPA launched its Human Resource Development Strategic Framework 2017 – 2021 resulting in an ambitious HRD Strategy and supporting Action Plan to be delivered over the coming years. To support the overarching theme of the HRD Strategy “Engaging, Enabling, Empowering”, four goals were identified to provide a clear focus for the EPA’s work over the lifetime of the strategy. These four strategic goals are: Goal 1: Foster a healthy, engaged and resilient workforce; Goal 2: Develop our people and organisational resources; Goal 3: Empower our managers as experts and leaders; and Goal 4: Evolve our HR delivery model This tender will focus on a number of key actions identified under the HRD Strategy, tendering in four lots to: 1. review/update the EPA’s competency framework; 2. review the EPA’s approach to recruitment; 3. provide recruitment services; and 4. provide expertise, advice and facilitation services to support to the implementation of the HRD Strategy. Lot 148841: Competency Framework Review of the existing competency framework taking account of (i) new people management and development competencies; (ii) new change management competencies; and (iii) strategic and analytical competencies. Lot 148842: Recruitment Approach The EPA has a dedicated team, consisting of three staff members and operates a competency based recruitment and selection process. The screening techniques currently use are shortlisting and interviewing of candidates. The successful tenderer shall take an end-to-end view of the recruitment process, including: job specification, job advertisement, administration of application process (receipt, appeals etc.), screening/shortlisting applicants, interviewing, offers, etc. Lot 148843: Recruitment Services The EPA is seeking the assistance for a service provider to administer effective, efficient, fair and transparent recruitment and selection processes for a number of recruitment campaigns to fill vacant posts. Lot 148844: Advice & Facilitation Services The successful tenderer will be required to provide expertise in strategic HR matters. This may include: 1. Providing expertise, advice and best practice on implementing key actions identified in the HRD Strategy; and 2. Facilitating workshops on the strategic actions;
