Carlow Arts Festival 2022-23, RFT for service provision and delivery of an analysis and development arts project

Tender description

Carlow Arts Festival would like to procure the services of a company to deliver a project called ROOTS. This is a location-based project situated across County Carlow in Rathvilly, Tullow, Hacketstown and Graiguecullen. These locations were selected due to their lack of provisions and services as per The Social Inclusion and Community Activation Programme (SICAP) 2018 – 2023 of Carlow County Development Partnership. We encourage tenders which propose a 10 month programme of research and engagement on the ground in these four places. Included in this programme will be a public event in Carlow Town during Carlow Arts Festival in June 2023. As the research of these four places will be undertaken concurrently, we would encourage tenders from companies who would contract the services of four freelance Creative Practitioners working in the area of community development within the context of the arts. The company will be contracted to work in these four locations providing arts provisions and services for the equivalent of forty days over 10 months. Using creative consultation, engagement and mapping, the Creative Practitioners will build up a body of research on each location. From this, with support and guidance from CAF, they will co-create a programme of artistic events and activities with the communities which will be delivered during the latter half of the 10 month programme. It is envisioned that the Creative Practitioners would be externally mentored throughout this process in the area of creative consultation, co-design and creative community development and thorough qualitative and quantitative evaluation. The main outcome of this project will be an extensive body of research on each place having gathered information on demographics, interests, local expertise, skills and what locals envision for the future of their communities of place. This will be delivered in the form of a detailed report on each place.
