Purchase of Tank Steep Germinators, Tank Kilns & Spare Parts for production of micro-scale malted barley samples Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This is specialist micromalting apparatus equipment and there are no other suppliers available in the market to supply this type of equipment in the form factor required. The Tank Steep Germinators & Tank Kilns (supplied by Custom Laboratory Products Limited) are capable of running a large number (up to 16 individual baskets; 4 different malting regimes running concurrently) of small-scale samples (<500 g) with minimal user input during operation because of its automated turning. Small-scale malting equipment is uncommon and other similar scale equipment does not meet our needs with regards to flexibility and throughput (e.g. lack of malt turning or single malting regime use only) The principal purpose of the contract is to acquire goods in connection with research undertaken by theu University
