Purchase of Polaris Ranger Buggy and associated parts Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This is a specialist piece of robotic equipment and there are no other suppliers available in the market to supply this type of equipment in the form factor required. Sensor configuration: GPS U-BLOX C099-F9P-1 & Base Station, Laser 2D Hokuyo UST-30LX, Laser 3D Robosense RS-Helios 5515, Intel Realsense Camera D435, Memory Disk SSD M.2.
