Summary of the work The Metropolitan Police Service requires Digital Forensic expertise to provide digital forensic outcomes for analysis of mobile phones and computers in accordance with the Forensic Science Regulators Codes of Practice and Conduct https://www.gov.uk/government/collections/forensic-science-providers-codes-of-practice-and-conduct Expected Contract Length 5 months Latest start date Monday 19 September 2022 Budget Range Budget is set at up to £200,000 over the contract term (5 months) Why the Work is Being Done The Metropolitan Police Service requires Digital Forensic expertise to provide digital forensic outcomes for analysis of mobile phones and computers in accordance with the Forensic Science Regulators Codes of Practice and Conduct https://www.gov.uk/government/collections/forensic-science-providers-codes-of-practice-and-conduct This is an important service to aid the detection of crime and justice for victims. The Supplier will be required to supply vetted personnel to work on the services to NPVV3 level (SC) clearance. Problem to Be Solved Mobile Phones Device Read - physical / full file system read, required to meet the points-to-prove. (Extraction of the specific data types requested on the laboratory form) including automatically recovered deleted data Reasonableness and missed opportunities check. Following provided as a minimum; a. Contacts b. Calls c. Messages - SMS/MMS d. Email e. Media (video, photo, audio, documents) f. Web data - history/searches g. Chat messaging applications h. Device information Evidential (exhibited) output with summary of examination and continuity statement. Includes 'standard' repair - screen, battery, donor board swaps. "Hazard" examinations Escalation for CAS/CAS returns. IIOC - Griffeye grading packs. This will also include associated SIM cards and Memory cards: SIM Card (and Read) a. Device information b. Data Memory Card Forensic Image (Physical Read) a. Device Information b. Data - ensure report (containing file information) and attachments are provided and viewable. Reasonableness and missed opportunities check. Computer Digital Forensic Image Acquisition - Verified, Full forensic, image of all devices Acquisition & Simple Analysis - Verified, Full forensic, image of all devices Acquisition & Complex Analysis - Verified, Full forensic, image of all devices, Recovery and extraction of live/deleted data IIoC Case - Verified, Full forensic, image of all devices Who Are the Users The Supplier will liaise with the Authority's Digital Forensics Team as well as the Officer in Charge of the case (OIC) in respect of points to prove and requirements of the submission. Existing Team The Supplier will work directly with the MPS' Digital Forensic Services Department and relevant Officers in Charge of cases (OIC). Current Phase Not applicable Skills & Experience • Be compliant with the Forensic Science Regulators "Forensic science providers: codes of practice and conduct" • Have available NPPV3 +SC vetted personnel • Have resources with expertise to provide digital forensic services for mobile phones and computers. Work Location The Supplier will work at their own premises which will be secure and meet the MPS' security standards. The Supplier shall provide a vetted and secure courier to collect exhibits from the MPS premises in Lambeth, London. Working Arrangments Supplier's shall operate from their secure premises using only NPPV3+SC vetted personnel on MPS work. The Supplier shall determine the appropriate level of specialist to provide Services to the MPS based upon resources available and the complexity of the submission type. All charges and costs shall be agreed in advance in accordance with an approved rate card for each potential job within the 5 month contract period. Additional T&Cs Additional terms and conditions will apply relating to a detailed specification (which is laid out here in summary form), security terms and conditions and forensic specific terms in respect of Forensic Science Regulator Codes, witness and court requirements, data retention and return as well as specific terms relating to IIOC case types.
