Summary of the work Lead on, produce and validate process maps with stakeholders across the work areas of the registrations process which carries complex statutory registration of optical students and professionals, as well as businesses, with GOC. Create comprehensive wireframe diagrams and business requirements. These and process maps will form Business Requirement Document. Expected Contract Length The Business Requirement document must be delivered by 15 January 2023 Latest start date Monday 3 October 2022 Budget Range Budget for this work is between £20,000 - £30,000 plus VAT and will consider options in excess of budget for suitable Specialist / Consultancy organisations. Why the Work is Being Done General Optical Council is transforming new Business Applications for which Business Analysis needs to be carried out that will become base requirement for the suppliers to deliver. Problem to Be Solved Requirements gathering, process maps, wireframe diagrams and final document will be base requirements for the suppliers to deliver. Who Are the Users Registrants and key stakeholders will be the key users who will be able to self serve their Registration Requirements, renew and/or cancel their registration etc. Early Market Engagement This is early market engagement. The Outcome will become base Requirement document for the suppliers to deliver service. Existing Team Change Directorate, Digital Transformation, internal and external stakeholders. Current Phase Not started Skills & Experience • Experience within the last 5 years, creating / validating process maps, creating wireframe diagrams and writing users stories based on process maps and wireframe diagrams. • Experience, within the last 5 years, developing and validating specifications that form part of tender documents that can support timebound and event/product driven deliverables • Experience, within the last 5 years, stakeholder management within highly structured and regulated environment • Experience, within the last 5 years of creating Governance related documents (including Business Cases – ideally APMG 5 case model approach) and passing gateway reviews • Experience, within the last 3 years, in working effectively with wide range of stakeholders across the organisation • Experience, within the last 3 years, in working effectively with specialist third party suppliers • Knowledge, and experience of using business analysis tools; for example Visio Work Location The work can be done from supplier's office. Review meetings with the supplier can be via Microsoft Teams or at GOC London office. No travel money will be paid for face to face meetings. Working Arrangments The supplier must deliver Requirements Document as Business Analysis Outcome based on defined scope of work. Additional T&Cs Payment terms are negotiable and will be linked with the Business Analysis Outcome. No, there is no current incumbent or preferred supplier. 2. What constraints there are as to when the analysis must be complete? As we have mentioned in the document, the work needs to start on or before 03 October 2022 and finish on or before 15 January 2023. 3. How many processes are envisaged to need analysis? It is difficult to state number of processes. The supplier will be working with the business units to understand business processes and analyse them. 4. How many stakeholders will need to be engaged for these processes? It is difficult to specify number of stakeholders. A supplier will be working with number of stakeholder including business units, Digital Transformation, Change Directorate and Senior Management. This list can be longer. 5. Please could you expand on “tender documents that can support timebound and event/product driven deliverables”? As explained in the document, this is time bound i.e. start date is on or before 03 October 2022 and end date is on or before 15 January 2022. Event/product driven deliverables means that a supplier will be creating / validating process maps, wireframe diagrams and user stories / functional requirements. 6. Please could you expand on what you see as the inter-relationships between process maps, wireframes and user stories in an effective project process? The process maps will define the business process, wireframe diagrams will be created using business processes and user stories will be written based on business processes and wireframe diagrams. 7. The final essential criterion is: ‘Knowledge, and experience of using business analysis tools; for example Visio’. Are you asking us to list specific software applications we have used to delivery BA activities, or about our experience of using Visio e.g. to create wireframe/process diagrams? Our preference is that the supplier should use Visio, however, if the supplier will be using alternate software tool, they should specify about it in the proposal. 8. The final essential criterion is: ‘Knowledge, and experience of using business analysis tools; for example Visio’. In BA, tools in our toolkit include not only software but also some of the approaches that we use, e.g. requirements capture, stakeholder engagement, etc. Do you want us to include these in the answer?
