Tender description
The aim of the project is to build on the work done by Defra, HSE, and EA outlined above by refining the proposed information requirements of the UK REACH ATR Model and testing its viability and impacts. This will allow us to make evidence-based judgements on the impacts and practicability of the UK REACH ATR Model, in comparison to the current approach, in order to achieve the right balance of reducing industry costs whilst maintaining the core principles of REACH. 1. To work with industry practitioners to establish and refine the proposed information requirements for registration dossiers and test their feasibility by producing “mock-up" UK REACH registration dossiers for specific substances (to be agreed with a Project Steering Group) to demonstrate how the model would be applied at a substance/company level on a practical basis. 2. To use semi structured interviews to assess the feasibility of collecting the information and producing the narrative profile, and the impact of these proposed requirements on a broad range of businesses, covering different types of transitional registrants / companies / sectors with varying levels of knowledge and expertise of EU REACH registration, including the impacts to individual companies and any challenges or benefits that could arise and possible mitigations / workarounds. 3. To identify possible revisions and improvements that could be made to the ATR model to enhance its benefits and reduce costs. 4. To identify the costs and benefits of the proposal for industry and wider society, in general and compared to the current UK REACH model, where possible disaggregating by company type. 5. To identify the legislative and guidance implications of the information requirements.
