Tender description
IDS-Phase C programme is required to address cross government operational and commercial data needs. The ability to access operational and commercially sensitive data that supplement government data will provide enriched, live-streaming insights across industry sectors and cross government departments for public good. • Trust and governance framework – establish prerequisites that are necessary for safe and trusted data polling with consortium expert group • Taxonomy, interoperability, and polling platform – define and agree data streams/network. Create synthetic data and sandbox environment to exercise the art of possible (disclosure/privacy control/security vs data granularity/utility). The project will leverage expertise from existing DLT already implemented (in parts) in various industry. • Operational system and evaluation – estimate, capture, evaluate cost benefits in deploying such prototype at scale. Also, identify lessons learned/legal barriers/technological challenges. Lot 1: Purpose of the procure is to create a data pooling network (with a supporting data trust governance framework) to pool relevant data, to test and evaluate ‘proof of value’ for individual partners and serve as a foundation for scaling up Government support for future Circular Economy (CE) value chains. The supplier will initiate a consortium of commercial, academic, government and public entities already identified as stakeholders with the CE Hub (HMRC/DEFRA/BEIS, DiT, Cabinet Office) and with interest in the post-use recovery, re-use and recycling of Rare Earth Elements (REE) and permanent magnets (PM) from EV and wind energy applications. The overarching value proposition is that creating a data pooling network for post-use REE PM will enable the UK to optimise the recovery, re-use and recycling of these components, and support growth of a circular economy that reduces supply chain risks associated with current imports. We will demonstrate the potential of this network by convening a consortium of actors to create a rapid prototype by October. The prototype will consider the technical, legal, governance, financial and other parameters required to track the stocks and post-use flows of REE PM in the EV and wind energy sectors. Key Outputs: • A working demonstration of a data pooling solution, regulatory and policy interventions and implications for a scalable solution and a post-use CE- transformation pathway for REE PM • A world first use-case showing proof of value for a post-use life cycle stage for REE PM in the UK • A modular, agnostic approach for post-use REE permanent magnet data pooling capable of integration with upstream mine-to-manufacture, for a full end-to-end data pooling and transparency system • An agnostic framework and approach applicable for a wide portfolio of critical materials, strategic resource flows and products relevant to the UK economy. Pricing £200,000 for the initial phase of work, with the possibility to extend for a further £400k. The initial phase of work is to understand the capability, with the potential to include an implementation phase, depending on the success and potential for capability.
