***PRE MARKET ENGAGEMENT EXCERCISE *** -ID 4215106 - DAERA - Provision of Quality Assessment Software The Department of Agriculture and Rural Development (DAERA) is currently preparing to initiate a procurement process to establish a contract with a Supplier to deliver a cost effective Executable Test Suite (ETS) software solution for the Land Parcel Inspection System Quality Assessment Exercise (LPIS QAE). The solution will enable DAERA to comply with Article 6 of R640/2014 of EU law, which has been directly transposed into The Financing, Management and Monitoring of Direct Payments to Farmers (Amendment) Regulations 2020. The LPIS is a map-based computerised Geographic Information System (GIS) that uniquely identifies and measures the extent of individual land parcels (i.e. fields) of agricultural land that farm businesses have registered with DAERA. The current LPIS was introduced in 2005 in line with amendment 1593/2000 of EEC Regulation 3508/1992. It holds the details of in excess of 740,000 fields (equating to 1.05 million hectares) approximately 640,000 are declared by circa 24,000 businesses every year. This information is used to validate statements of eligible area when farmers submit claims for area-based schemes such as Basic Payment Scheme (BPS). The objectives of this exercise are to: • gain initial supplier awareness, engagement and opinion, • provide confidence around viability of concept; • gain insight to the market possibilities and potential innovative solutions; • understand risks and issues not previously considered; • inform the Outline Business Case; • inform the Procurement Strategy; and • prevent the department from advertising an unachievable project at UK e-notification service www.find-tender.service.gov.uk stage **PLEASE NOTE: THE DEADLINE FOR REQUESTS FOR CLARIFICATION IS 3PM ON 25 JULY 2022.
