Medway’s vision for Housing Related Support (HRS) is to improve the quality of life of vulnerable socially excluded people living in the borough through the delivery of preventative housing support services and to make Medway a place where people are able to achieve their potential for independent living. Housing Support for vulnerable and socially excluded people in Medway has 3 identified overarching aims. These are: • Delivering independence and preventing homelessness: this is through providing housing support in Supported Housing, with move on support where appropriate, giving people the opportunity to stabilise their lives and move on. • Creating opportunities: this is through offering vulnerable and socially excluded people experiencing and/or threatened with homelessness, the chance to improve their outcomes and increase their independence. • Providing effectively managed services and value for money: This is through delivering high quality, strategically relevant services that are well managed, cost effective, work well with other support and care services, and put service users at the heart of service delivery. The tendering process will be conducted through the Kent Business Portal. Lot 1: Supported Housing for Statutory and Non-Statutory Ex-offenders Non statutory homeless (but not excluding those who are statutory homeless). Service users with a history of offending behaviour, male and female, who may present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse • A history of homelessness and rough sleeping Lot 2: Supported Housing for Statutory and Non-Statutory Ex-offenders Non statutory homeless (but not excluding those who are statutory homeless). Service users with a history of offending behaviour, male and female, who may present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse • A history of homelessness and rough sleeping Lot 3: Supported Housing for Domestic Abuse Refuge Statutory homeless single women or women with children who require support with: • Sustaining a new tenancy • People at risk of domestic abuse • People with complex or challenging needs Lot 4: Supported Housing for Statutory and Non-statutory Homeless Young People Non statutory homeless Young People (but not excluding those who are statutory homeless) who may present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse Lot 5: Supported Housing for Statutory and Non-statutory Homeless Young People Non statutory homeless Young People (but not excluding those who are statutory homeless) who present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse Lot 6: Supported Housing for Vulnerable Young People Young People referred from Children’s Services requiring a higher level of input who may present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse Lot 7: Supported Housing for Statutory and Non-statutory Homeless Non statutory homeless (but not excluding those who are statutory homeless) Service users who present with: • Complex and/or challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse • A history of homelessness and rough sleeping Lot 8: Supported Housing for Statutory and Non-statutory Homeless Non statutory homeless (but not excluding those who are statutory homeless) Service Users who present with: • Complex and challenging behaviour • Anti-social behaviour • Emotional vulnerability and mental health support needs • Alcohol and substance misuse • A history of homelessness and rough sleeping
