X-ray Transparent Composite Core Holder and Heating System

Purchase of X-ray Transparent Composite Core Holder and Heating System Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This purchase is for a specialised core holder, which is x-ray transparent to facilitate pore scale imaging, compatible with Brine and Carbon Dioxide gas at high temperatures and pressures (T = 120ºC and P = 5000psi) and is portable maintaining both temperature and pressure. Research of the marketplace identified vendors that are able to offer x-ray transparent core holders however they do not match the form factor required. The principal purpose of the contract is to acquire goods in a timely manner in connection with research undertaken by the University on behalf of funding parter - Petronas.
