To permit Community Support Living to continue providing care and support to two prisoners in the Healthcare Wing with eligible needs in HMP Altcourse prison, as CIL are unable to meet this increase in need. Following prior withdrawal of the previous provider who withdrew their services. A new model of care delivery is being established with G4S Health which will result in an integrated health and social care delivery model which is in line with national best practice. Factors within G4S Health and prevented this conversation concluding. A mobilisation period of at least 3 months would also be required. There is not sufficient time to establish that service to prevent the need for this exemption. The future model which will prove more sustainable, requires a leading period up to a further 6 months exemption is in line with the requirements of the Spend Freeze Panel because this is a statutory need under the Care Act and the Human Rights Act. I have exhausted the list of commissioned domiciliary care providers and unfortunately, they have either no capacity or staff willing to undertake care and support needs in the prison. This is only a temporary option while the development of the more sustainable option of G4S Health is implemented. It should also be noted that G4S control who can enter the prison. The quality of provision by CIL is consistently complimented, consequently, given the intention to pursue an integrated model that is supported by G4S and CQC, but they are unable to meet the increased need in the Healthcare Wing, it is further challenging to identify an alternative provision that would be acceptable to G4S given their additional vetting and escorting requirements.
