Request for Tender for the Supply of Grant Process Mapping Services to Bord Iascaigh Mhara

This RFT will cover the schemes listed in Specifications and Requirements. BIM may require further process mapping and advisory services based on specified requirements during the contract period (including extensions) up to a total value of €150,000 excluding VAT. The purpose of this process mapping assignment is to increase BIM’s effectiveness and efficiency in processing grants; to minimising duplication and to address any gaps; to optimise transparency and to eliminate any unnecessary administrative steps. Acknowledgement of the funding by the grantee and full compliance with the requirement of Circular 13/14 is required. Ease of use of the applicant while ensuring full compliance with governance and audit requirements is critical. BIM requires the successful tenderer to process map 11 grant schemes (initially) across the European Maritime and Fisheries Fund (EMFF) and exchequer funded grant programmes. The existing and proposed future processes should be mapped and suggested areas of improvement should be set out both visually and in a detailed descriptive document with consistent and adequate narrative. BIM’s existing and proposed processes should be benchmarked against high functioning processes from similar organisations where this is possible. Successful tenderer should nominate a designated person who will liaise with the BIM throughout the contract period.
