Provision of Legal Training to Staff

Tender description

The Department is seeking training in legal, courtroom, investigation and related skills for relevant staff to include but not limited to: - An introduction to the Irish legal system and to wildlife law in particular to include Acts, Directives, EU Regulations, Irish Regulations and other Statutory Instruments, and relevant International Law (i.e. the nature Conventions (Bonn, Bern, CITES, etc), The Wildlife Acts 1976 to 2021; The Birds and Habitats Regulations 2011 to 2021; Practical application of current governing legislation to include the exercising of powers and decision-making; Effective inspection and investigation techniques; Interviewing, cautioning and taking voluntary statements; Report and statement writing; File preparation; Courtroom skills and cross examination; and Expert witness training and Court reporting skills A number of staff members in the the Department of Housing, Local Government and Heritage ("The Department"), particularly in the National Parks and Wildlife Service (NPWS) and the National Monuments Service (NMS) have an enforcement role which often leads to the necessity for court appearances at various levels.
