Mental Health Scrutiny and Assurance Evidence Review

Tender description

The Scottish Government wishes to commission a mixed methods review of evidence relating to the governance and scrutiny of mental health services in Scotland. The evidence review will establish current governance and scrutiny arrangements in Scotland, both at a local and national level. This will include the assurance processes used by Health Boards and IJBs, as well as the statutory roles, functions and powers of external scrutiny bodies such as Healthcare Improvement Scotland (HIS), the Mental Welfare Commission (MWC) and the Care Inspectorate (CI). The review should highlight good practice from Scotland and international evidence and gather the views of key partners through engagement sessions with stakeholders about how to improve existing arrangements. The aim of the work is to provide the Scottish Government with a strong overview of current scrutiny and governance of mental health services, whilst also highlighting what good scrutiny and assurance could and should look like for mental health services at a local and national level within the Scottish context.
