Summary of the work Review existing discovery outputs and Use Cases; develop and agree an architecture for the solution, develop an agile backlog and collaboratively manage it; agree and deliver a Minimum Viable Product; manage and support the solution; iteratively deliver functionality, responding to changing client needs; conduct knowledge transfer and hand-over activities. Expected Contract Length Runs through to March 2024 Latest start date Friday 30 September 2022 Budget Range £1 Million (Excluding VAT) Why the Work is Being Done The West of England Combined Authority, (Combined Authority) has been awarded grant funding from the Department for Transport to create a Future Transport Zone (FTZ) in the West of England. The aim of the FTZ is to better integrate public transport options into local communities across the region. The 3.5-year programme, running until March 2024, includes the development and trial of a Transport Data Hub (TDH) to deliver a region-wide data platform to improve transport planning and operation, improve collaboration between Unitary Authorities (UAs) in the region, and support innovation. Problem to Be Solved "The Combined Authority believes that its transport data is not effectively managed to enable efficient delivery of its activities, data is not well exploited and value not realised, data sharing within the region is poor, and that the lack of a data platform impedes innovative activity. The objectives of the Transport Data Hub project are to: - Maximise the value realised from data; - Work with data more efficiently; - Embed data-driven decision making; - Increase our knowledge and understand the customer; and - Support innovation in the region. A programme of stakeholder engagement has taken place to identify pain points, functionality gaps and inefficiencies in the current transport-related activities delivered by the Combined Authority, UAs and external stakeholders. Six key opportunities have been recognised to deliver value to the Combined Authority: - Make data available; - Make data trustworthy; - Enable effective mobility decisions; - Support evaluation of interventions; - Inform intelligent planning; and - Provide a foundation for digital transformation. " Who Are the Users "The users of the TDH will include: - Transport delivery teams – collate, manage and analyse data to understand the impact of planned highways / active travel intervention as a part of business case development; - Transport operations teams – collate, manage and analyse data to operate transport services; - GIS data analysts – collate, manage and analyse data to be plotted using existing GIS tools; - Transport modelling teams – collate and manage input datasets for transport modelling, make transport modelling outputs available for use and reuse; - Evaluation teams, including the FTZ project evaluation team – collate, manage and analyse, including unstructured data such as surveys, to evaluate the impact of interventions; - Data governance teams – manage the Combined Authority’s transport data; - UAs – share data with the Combined Authority, other UAs and external stakeholders in the region; and - External stakeholders – discover and access Open Data shared by the Combined Authority and UAs. " Early Market Engagement A market engagement exercise has been completed to test our thinking, help us develop our specification, and gauge market interest. Work Already Done "Completed a feasibility study to provide the information needed to proceed to procurement phase, and undertook: - Work with internal and external stakeholders, UAs and other FTZ projects to identify candidate Use Cases; - Elaboration, prioritisation of Use Cases, requirements, datasets (work in progress (WIP)); - Initial data audit,catalogue; - Initial engagement with technology suppliers to understand time, cost involved; - Development of the business architecture and high-level business change requirements; - Implementation of an alpha solution to demonstrate potential functionality to stakeholders (WIP); - Implementation of initial business change activities to establish data governance capabilities within the Authority (WIP)." Existing Team The supplier will undertake the specified work and will engage regularly with officials from the Combined Authority, their consultant team and other stakeholders as required. Current Phase Beta Skills & Experience • Demonstrate experience of successfully applying innovative solutions in both delivery and technical applications that can be tailored to meet both the Client’s and user-specific needs. • Demonstrate experience of delivering scalable, flexible cloud solutions. • Demonstrate experience of developing data hubs or similar data platforms of similar size and complexity. • Demonstrate experience of implementing external interfaces for cloud solutions to support data ingestion and publication. • Demonstrate experience of managing, maintaining, and monitoring cloud services platforms. • Demonstrate experience of developing solutions that included self-service functionality to enable business users to complete ingestion, cataloguing, and transformation of data • Demonstrate experience tailoring your agile delivery approach for a public sector client. • Demonstrate experience in being flexible and adaptable to changes in business requirements and priorities - demonstrate adjusted project scope to client needs. Nice to Haves • Demonstrate experience in transport and or mobility sectors. • Experience in the delivery of commercial data marketplaces. • Experience of integrating prebuilt software components (open source or commercial) into your solution. Work Location Remotely and at the West of England Combined Authority office located in 3 Rivergate, Temple Quay, Bristol BS1 6EW. Working Arrangments "We expect the supplier to follow the Combined Authority’s hybrid model of working – a balance of remote and office working. Day-to-day contact will be via phone, video-conference and/or email, as required. Daily stand-ups will be required. Project meetings shall take place at least every two weeks. The supplier will need to visit offices for some meetings, as agreed, and some co-located working will be required. The Combined Authority would like to have regular face-to-face contact with key project roles including the Product Owner.
