There is a need to consider the support Cornwall Council needs to transition to new ways of working, new structure, the advent of Outcome Delivery Plans and our future Organisational Design. This includes governance, processes and procedures which will need to have the right balance of agility, proportionality and credibility to enable us to drive through the results we require as an organisation, on behalf of residents and service users. External support for a safe and successful transition from interim emergency measures back into an effective programme of transformation, following the current reduction activity. This work is organisational wide in nature. The deliverables are summarised below: The contract will focus on: 1. Strategic Coordination and Planning: Implement Outcome Delivery Plan infrastructure and governance 2. Operational Support: Continued capacity to plan and deliver Rapid Process Improvements 3. Operational Delivery: Supporting the build of a pioneer function to illustrate future ways of working 4. Building capabilities and ways of working across Customer and Support Services The outputs described provide strategic and tactical capability and capacity to help us ensure we have an effective bridge between the savings work that has been required and the change journey now required to enable us to become the digitally enabled, carbon neutral, place based and responsive 21st Century organisation that we aspire to be
