Tender description

The Health and Safety Executive for Northern Ireland (HSENI) is an executive Non-Departmental Public Body sponsored by the Department for Economy (DfE). HSENI is the lead body responsible for promoting and enforcing health and safety at work standards in Northern Ireland. HSENI requires an external contractor to assist in the testing of emergency plans as required by the following Regulations: • The Control of Major Accident Hazards (Northern Ireland) Regulations (COMAH). • The Pipelines Safety Regulations (Northern Ireland). HSENI works with Northern Ireland Emergency Preparedness Groups to prepare the Emergency Plans. Testing of the emergency response requires working with (but not limited to) the following agencies: • Emergency services (PSNI, Fire and Rescue Service NI, Ambulance), • Health Trusts, Health Protection Agency, • Local Authorities • Environment Agency • Operators of the COMAH sites and gas pipelines An incident affecting the population or the environment near a COMAH site or gas pipeline can result from a fire, explosion, or toxic chemical exposure.
