Hosted Open Access Publishing Services and Infrastructure. Under Regulation 6 (1) (b) (ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists). Ubiquity Press is the only known company that offers all five required components: 1. A technical platform and software. 2. A comprehensive set of professional publishing services. 3. Compliance with global open access publishing standards including the criteria for inclusion in DOAJ, the international directory of open access journals. 4. An approach which will maintain the Aberdeen University Press brand (as opposed to publishing with an established external press with its own corporate image). 5. We also require long-term preservation of our published outputs through an established globally recognised preservation archive which specialises in e-journals and e-books.
