AWARD of a Framework Agreement for the requirement of ISO certification, training and testing. The City of Edinburgh Council (the Council) is committed to the delivery of excellence in public services by ensuring our services meet the highest standards of governance and service delivery through continuous improvement. A key objective is to drive service improvement and customer outcomes via quality frameworks, audit and inspection. The Council is currently ISO accredited in the following areas: ISO 9001:2015 – Housing Property; Planning & Building Standards; Transport (including Roads & Tram). ISO 9001:2015 Quality Management and ISO 45001:2018 Occupational Health & Safety for Property and Facilities Management Cleaning Services. ISO 17020 and ISO 17025 Laboratory testing and inspection for Scientific Services ISO 50001 Energy Management Lot 1: 2 LOT 1 - SERVICE REQUIREMENTS - ISO ACCREDITATION & CERTIFICATION AWARD of Framework Agreement for ISO requirement for suitably qualified external assessment Service Provider(s) for the following ISO accreditations but not limited to; - ISO 9001:2015 (Quality Management Systems) - ISO 45001:2018 (Occupational Health and Safety) - ISO 17020 and ISO 17025 (Conformity assessment and Laboratory accreditation) - ISO 22301 Business Continuity Lot 2: LOT 2: ISO Training AWARD of Framework Agreement for ISO training on an ad-hoc basis for staff to be trained to be able to conduct internal audits to ensure the Council is meeting its requirements on an ongoing basis. Courses required will include, but not limited to: - ISO 9001:2015 Internal & Lead Auditor Training - ISO 45001:2018 Internal Auditor Training - Understanding ISO (management overview) All training provided must be IRCA / UKAS certified or equivalent and relevant certification. Lot 3: LOT 3: Quality Assurance AWARD of Framework Agreement for the requirement of suitably qualified external assessment Service Provider(s) to carry out independent external assessment of the Council’s laboratories competence, consistent operation and performance; - ISO 17043:2010 (Proficiency Testing Scheme Organisation) - ISO 17034:2016 (Reference Material Producers) 4A.2 Service Contracts It is a requirement of this procurement that all bidders are UKAS accredited certification body or registered with the appropriate accreditation body in the EU member state where it is established.
