Tender for the provisioning of consultancy services to assist in the further expansion and promotion of the Creative and Cultural Industries within the Thames Estuary Area

**Re-issued in relation to a Contract Award Notice** This procurement process is being carried out by Southend-on-Sea Borough Council (The Council) on behalf of "Creative Estuary" (The Client). The aim of the procurement process is to appoint a suitably experienced Consultant, to provide the Client access to consultancy advice and reporting on a range of subjects, as they relate to the Creative and Cultural Industries in the Thames Estuary Area. The range of subjects for which the Client requires advice and reporting on includes but is not limited to, Business Planning, Legal Advice, Legislation, Property, and Investment. The procurement process will be carried out in a manner comparable with The Public Contracts Regulations 2015 "Open" Tender Procedure. However, it must be noted the associated value of the procurement process is considerably less than the current stipulated threshold and therefore it does not fall under the full rigor of the Public Contract Regulations (Part 2). As part of this procurement process, Southend-on-Sea Borough Council invites electronic tender responses from Tenderers who wish to take part in this competitive tendering process The deadline for receipt of clarification requests relating to the Tender Documents is: 14:00, 15th March 2021. The deadline for submission of completed Tender Responses is: 14:00, 26th March 2021. The Minimum Level Requirements are covered in detail in the Tender Documents provided. This includes, but is not limited to, detail on Financial Standing and Insurance. The elements which are pass / fail are also fully explained within the documentation and electronic questionnaire provided as part of the procurement process.
