Tender description

Crown Estate Sotland wishes to secure a service provider to design and undertake a meaningful Communication and Engagement Exercise covering the Whitehill Estate, in line with Crown Estate Scotland’s Communications & Engagement Strategy (draft) and Whitehill Communications and Engagement Strategy, and to inform and produce a development framework which will thereby inform Crown Estate Scotland’s submission to Midlothian Local Development Plan. Consultant to develop a detailed plan of stakeholder engagement, recognising the constraints of COVID-19, detailing your approach to undertaking meaningful consultation including stakeholder buy-in and managing stakeholder expectation. You are required to demonstrate best practice and how you will tailor your approach to consultation, managing reputational and project risk. You are required to work with Crown Estate Scotland to proactively work with tenants, communities, local councils and other key stakeholders. The outcome of each consultation event should be used to add value to subsequent consultation events/meetings and will be used to inform the preparation of the development framework. You will be required to prepare all materials and develop online and physical content (as appropriate) to support the consultation and engagement events and content for the development framework (please outline as part of your submission). The Development Framework should be prepared to align with Crown Estate Scotland objectives and investment and development aspirations, whilst taking due consideration of the stakeholder consultation and engagement exercise. Identify and undertake appropriate technical reports to support any proposed land uses which will then be used to inform the submission to Midlothian Local Development Plan. Development Framework shall set out the spatial planning strategy and vision for the Whitehill Estate, identifying the needs and opportunities in relation to housing, economy, infrastructure and amenities, and how the framework seeks to address these. You are required to take due cognisance of the NPF4, the Edinburgh and South-East Scotland City Region Deal and the emerging planning legislation and local development plan preparation. The development framework should clearly set out the short, medium- and long-term investment priorities and recommendations for submissions to the forthcoming Midlothian Local Development Plan.
