Summary of the work Discovery to conduct research into the Export Insurance Policy service and explore modernising the service and how it is delivered to achieve an easier process for both the exporter and broker. Expected Contract Length 8 weeks with possible 4 week extension Latest start date Monday 14 February 2022 Budget Range £100,000 - £150,000 Why the Work is Being Done The current EXIP product is one of the ways UK Export Finance support exporters, offering insurance to help where the market is unable to provide it. The current project is looking at modernising both the product and how it is delivered to achieve an easier process for both the exporter and broker. Details on the EXIP product are available on https://www.gov.uk/guidance/export-insurance-policy Problem to Be Solved This discovery will be focused on the applying for stage and the management of ongoing policies for exporters. Both are currently pdf form, email and significant manual work, for something that should ideally have a swift turnaround time. In order to supplement the internal team, UKEF is looking for a range of discovery roles including a service designer, user researcher, product manager and technical architect. Who Are the Users There are several internal user groups from across the dept from underwriters to pricing and risk specialists. Externally, the service will be focused on Exporters and Brokers. There are assumptions around access, level of understanding and why users don't complete applications that will need testing. Work Already Done A pre-discovery package has been put together and will be available. Existing Team Delivery manager, Business Analyst, Product Owner and Senior Responsible Owner are the key roles, however the team will bring in members of the various teams as required. There will also be support and guidance from UKEF internal Service Designer and User Researcher Current Phase Discovery Skills & Experience • An outline of how you will deliver this discovery using a completed example of delivering change in a similar organisation (2%) • Experience in delivering evidence-based research to inform a user-centred service; focused on user needs, end-to-end user journeys, regulation and policy (2%) • Evidence of delivering Discovery projects in line with Service Standard and experience of successfully taking a service through Alpha assessment (2%) • Demonstration of collaborative working practices, with experience working on a project that involves a complex system of stakeholders (2%) Nice to Haves • Organisation experience of trade finance, lending or insurance software and development (1%) • Experience of working with public services that involve regulation, compliance and enforcement - for example Central Government and/or Arm's Length Bodies (1%) • Experience of working under regulation and compliance in the financial sector (1%) Work Location 1 Horse Guards Rd, London SW1A 2HQ Working Arrangments UK Export Finance will be running on a blended model of 2-3 days in office and remotely after COVID restrictions are lifted. It is likely that this will mean a mixture of face-to-face and remote workshops, planned for majority remote. Security Clearance BPSS required - SC clearance would be preferable to allow easier data sharing No. of Suppliers to Evaluate 3 Proposal Criteria • Proposed approach and methodology to conduct Discovery, considering both technical and cultural streams of work (13%) • Multi-disciplinary team structure covering user research, technical expertise, data and indication of split of time / contributions (13%) • Evidence of a previously delivered successful discovery (13%) • Social Value: Demonstrate action to support health and wellbeing, including physical and mental health, in the contract workforce (10%) • Presentation-question: Demonstrate an outline of how you will deliver this discovery using a completed example of delivering change in a similar organisation (10%) Cultural Fit Criteria • Experience of working with an internal team that operates in an agile way and requires liaison and alignment with an organisation who do not (3%) • Give an example of how you work with clients and stakeholders with lower levels of technical expertise (3%) • Explain your approach to transferring knowledge to permanent staff within a client organisation with stakeholders that may demonstrate aversion to change (2%) • Explain your approach to embedding into a public sector organisation (2%) Payment Approach Capped time and materials Assessment Method Presentation Evaluation Weighting Technical competence 70% Cultural fit 10% Price 20% Questions from Suppliers No questions have been answered yet.
