Louth County Council require and strategic assessment of the current fleet management within the Local Authority with respect to: 1. Procurement of fleet a. The assessment should provide detailed options on the future financing & procurement of vehicles per category i. Small Vans ii. Medium Vans iii. Large Vans iv. 3.5T flat bed – Crew and Single Cab v. 7.5T Flat bed – Crew and Single Cab vi. 26T Ridged body tippers vii. Tractors viii. Road Sweepers ix. Specialist Machinery 2. Disposal of old and obsolete vehicles 3. Review Vehicle mix and make recommendations 4. Management of the fleet within the organisation a. The assessment should provide an analysis of the use of the machinery yard & machinery yard account with particular focus on value for money and machinery replacement fund b. Review management structure for council fleet and make recommendations for future management. 5. Use of Technology a. Review of best practise and make recommendations for Louth County Council fleet in areas such as vehicle telemetry, vehicle tracking – with a view to improving efficiency of vehicle use. b. Recommendation on fleet maintenance software specifications 6. Electrification of the small fleet and sustainable delivery of larger fleet; proposals regarding phasing of this process. 7. Review Louth County Council maintenance programme delivery model and make recommendations on achieving value for money 8. Review procedures for Compliance with regulatory requirements for testing and safety and make recommendations.
