Tender description

Fife Council is tendering the 2nd Generation of the Framework for our own requirements, which should build upon the capabilities and guidance provided by the Heat Trust the range of capable solutions available from manufacturers and the regulations which are currently in use. The framework will support the transition from the legacy approach of payment in arrears to a real time consumption and charging model. This would remove the use of flat rate recharging mechanisms, which do not promote personal responsibility for energy consumption, as well as the energy costs from tenancy debt. We are currently considering how the Contract shall be structured for the next generation and are also developing our award criteria.
