Summary of the work OPSS require a Discovery team to engage with the users and establish the requirements needed for development to existing systems and validate whether we need a new or enhanced UKMCAB digital solution to replace the current solution. Expected Contract Length 6 weeks Latest start date Monday 17 January 2022 Budget Range £70,000.00 exclusive of VAT Why the Work is Being Done In 2019, the current UKMCAB GOV.UK service was developed out of expediency to provide a basic solution at short notice with minimal budget and resource to mitigate the loss of access to NANDO - Nando (New Approach Notified and Designated Organisations) Information System at the point of EU exit. It provides a list of conformity assessment bodies (CABs) which can operate in the UK. This list is primarily UK CABs however it also includes CABs which are recognised to operate in the UK under a mutual recognition agreement with a 3rd country, as well as UK CABs approved to operate in 3rd countries. Other users include BEIS, OPSS, OGDs Trading standards, Market surveillance teams, Industry, and overseas trade market, and wider users for Product Safety regulation areas covered by the service. The current solution was developed using the GOV.UK finder pattern which provided basic but limited functionality. It was acknowledged at the time that subsequent ambition to develop the service beyond its current level of functionality would require further investment. A increase in scope to include construction products has reinforced the need to undertake a full discovery to fully understand user needs to provide direction on design and development solutions. Problem to Be Solved The discovery is expected to provide the necessary insights into user need and direction into design and development. Who Are the Users As an OPSS Regulator, I need to be able to interrogate the UKMCAB database, to determine the current appointment status of an individual Conformity Assessment Body (CAB). As an OPSS user, I need to be able to create and update records of CABs on the database, to ensure that an accurate record of the current appointments of all CABs are available to internal and external stakeholders. As a BEIS Trade, Investment, Negotiations (Goods) (TING) user, I need to be able to extract data from UKMCAB to determine the number of types of bodies appointed for various regulations. As a Manufacturer, I need to find an approved body so that I can have my product assessed. Early Market Engagement Not applicable Work Already Done We are carrying out pre-discovery work to understand more about our internal OPSS users, identify the main stakeholders (internal and external) that the discovery team will need to engage with. Existing Team The existing team is comprised of a product owner, delivery manager, business analysts, support designer, and support user researcher whom the supplier should provide mentoring and coaching opportunities to during the Discovery. Current Phase Discovery Skills & Experience • Demonstrate how your team is able to work using agile development processes. Please provide an example how you have ensured successful delivery by using these processes. (3%) • Demonstrate, using an example, how you deliver evidence-based research to inform a user-centred design with end-to-end user journeys and how this ensured successful delivery of the projects. (6%) • Demonstrate, with an example, how you work with stakeholders, specifically to research and document their user needs and motivations. (6%) • Demonstrate, with an example, how you deliver discoveries with multiple user-groups that retain clear, distinct outputs for each group. (6%) • Demonstrate, with an example how you work in tight timeframes to deliver customer outputs (3%) • Demonstrate, with an example, how you have delivered robust Discovery reports that clearly set out the service requirements and next steps. (3%) Nice to Haves • Please use an example to demonstrate experience of meeting GDS service standards for a government Discovery. (2%) • Demonstrate your culture of innovation to drive improvements, share knowledge and balance risks using an example. (1%) Work Location This requirement will be carried out remotely (with occasional time in a London Office (address as below) if Covid protocols allow) Department for Business, Energy, and Industrial Strategy. 4th Floor, 1 Victoria Street, London, SW1H 0ET. Working Arrangments Flexibly, as appropriate to take account of the latest Covid guidance. This will include working 3 days remotely with a potential of 2 days in the office dependent upon Covid guidelines when the work commences. OPSS offices in London as required – Department for Business, Energy, and Industrial Strategy. 4th Floor, 1 Victoria Street, London, SW1H 0ET. Our normal hours are 09:00 to 17:00. Our expectation is that the successful supplier will adopt this pattern. Security Clearance All supplier personnel involved must have a valid and current BPSS in place as a minimum. Additional T&Cs Standard T&Cs OPSS Digital have undertaken a Service Determination Status of the off payroll legislation using the HMRC CEST tool – https://www.gov.uk/guidance/check-employment-status-for-tax The determination is that this work is that “Off-payroll working rules (IR35) do not apply.” Copies of the determination will be provided to the successful intermediary and worker(s). No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate your approach to joining the OPSS Digital team to carry out a Discovery and how you can collaborate with us and develop a full Discovery report. (9%) • Explain the timeframes that you will work to in order to carry out the Discovery. (3%) • Describe your suggested size, shape and make-up of proposed team. Including how you will achieve and maintain value for money during the life of the contract. (3%) • Demonstrate how you will approach providing the Discovery with extensive expertise of user centred design, developing delivery roadmaps, epics/user stories and prioritization. (9%) • Explain how your teams and their expertise will meet the challenge of managing user expectations with practical restrictions such as legislative requirements. (6%) Cultural Fit Criteria • Demonstrate how your team will work successfully with OPSS Digital as part of a multi-disciplinary team working remotely (and when required in the London office). (4%) • Demonstrate how your team will work with us in an open, collaborate and agile way according to the principles outlined in the Government Service Design Manual. (3%) • Demonstrate how you will work with OPSS to identify and make decisions that ensure successful outcomes (3%) • Explain how you will transfer technical know-how and address capability gaps in the OPSS Digital team during the project. (5%) • Demonstrate your use of apprentices, graduates or how you might upskill your workforce through the experience of working on the Discovery? Scoring The requirement will be scored on the 0-3 scoring methodology:-0 - Not met or no evidence1 - Partially met2 - Met3 - Exceeded 3. Is there a hard deadline date for the delivery of the Discovery report / end of the Discovery? Yes, the deadline to deliver the finalised Discovery report is at the end of this Discovery, before end March 2022 4. Will bids that propose (with a clear rationale and delivery plan) a discovery longer than 6 weeks (e.g. 8 weeks) be rejected or penalised in the scoring? No, bids that propose a longer Discovery time (with a clear rationale and delivery plan) will not be rejected or penalised as long as they stay within the allocated budget but the Discovery, inlcuding the Discovery report must be completed by the end of March 2022 5. When you say ‘stakeholders’ is the experience: ‘Demonstrate, with an example, how you work with stakeholders, specifically to research and document their user needs and motivations.’ Are we correct to assume you mean the end-users of the service (e.g. a manufacturer finding an approved body), rather than people with responsibility for the service? Yes, that is correct we mean all users of the service including the end-users, manufacturers. 6. Can you confirm that the answers for the eight ‘Essential skills and experiences’ will make up 30% of the final / total scoring of a bid, by counting towards 50% of the technical competence score? This is correct. 7. do you expect the full Discovery team to be working and billed for full time hours, 5 days per week? In our experience this is not necessary in a Discovery, and much better value for money to scale up and down the time of individual roles over the Discovery to meet the prioritised tasks at hand. Suppliers may provide an appropriate resource plan that they deem approprate as long as that is aligned to the budget, timeline and ensure they are available for all agile or project meetings as necessary.
