Tender description
The key objectives of this Market Sounding exercise are as follows: (i) To understand how the market for the required services is organised, and the offerings and capabilities of those in the market. (ii) To seek feedback and input from the supply community on various topics under consideration by the CRU relating to the design, implementation, and operation of the service. (iii) To assist in determining the best method to engage with the market in any procurement procedure and how the process might be structured to facilitate supplier participation. (iv) To identify any obstacles or risk factors associated with the delivery of services, and to identify any points of concern to suppliers. Reference 11.1.6: Please note this contract maybe divided into Lots Lot 1: The Commission for Regulation of Utilities (CRU) intends to run a competitive procurement process to appoint a Safety Supervisory Body (SSB) to Operate the CRU’s Safe Electric and Registered Gas Installer (RGI) Schemes from 2023. This may result in the establishment of a contract (or Framework ) available for use by the CRU. The intention is to appoint an Electrical Safety Supervisory Body (ESSB) and a Gas Safety Supervisory Body (GSSB). The ESSB and the GSSB operate and manage the CRU’s Safe Electric and RGI schemes respectively on a day-to-day basis. The CRU wishes to research the market to develop a greater understanding of the potential market that can provide the required services to operate the Safe Electric and Registered Gas Installer (RGI) regulatory schemes (‘the schemes’). The CRU is issuing this Market Sounding and invites responses from economic operators for the purpose of market research and to seek input from the market on various points under consideration, relating to the design and delivery of the future service. Submissions should be sent to the post box on eTenders and must be received by 12.00pm (Irish time), 10th November 2021.
