Summary of the work We require the supplier to purchase 25 specific software licenses from a specific company on our behalf. Also, to provide a fixed cost quote for potential future patches / updates, from the same company. Expected Contract Length 2 years (Licences to be provided upon 2 separate yearly payment). Latest start date Monday 1 March 2021 Why the Work is Being Done The client requires the provision of a specific software, in the form of seat licenses, and ongoing support. The software provides a system for the management of pathological test results. Problem to Be Solved Provision of specific software licenses and associated support. Who Are the Users As the Delivery Agent for Medical Services to the Ministry of Defence, Project CORTISONE provides a range of Digital Services for wider defence. The user (Project CORTISONE) requires the provision of 25 licenses and associated support, for ASET (produced by Elysium.net). Early Market Engagement Elysium.net has already prepared their solution (namely, 25 licenses for ASET, an option to provide a patch/upgrade for any new equipment, and ongoing support during this period). This contract is for the purchase and onward delivery of those items/elements to us, the client. Work Already Done The licenses and software support, including the option to purchase updated drivers for new testing machines, have been pre-selected, and are to be purchased from Elysium.net. This G-Cloud contract is for the provision of those specific licences and support. Existing Team Contract management team within Project CORTISONE. Current Phase Not applicable Skills & Experience • Have experience in the provision / management of licenses. • Pay relevant suppliers within 30 days of receipt/clearance of funds. Work Location Project CORTISONE is routinely based in MOD Corsham, except is currently predominantly working from home. There should be no requirement for visits / face to face meetings. This contract is purely for the supply of licenses, update patches when required, and ongoing support, all of which are to be sourced from Elysium.net. Working Arrangments Online only - payment via CP&F. Security Clearance Nil required - software has already been approved. Is this a request to solely act as a middle-man / reseller for the licenses? Yes. The software supplier (Elysium.net) will pass the licences direct to us, the client. This contract is purely to facilitate their purchase (one payment now/soon, the second in a year's time). The ongoing support agreement will be with Elysium.net (tied to the licenses). If any patch update options are called off, payment (fixed price) would also be through the selected re-seller, throughout the 2 year period (low likelihood). 2. What is the invoice/payment flow? Supplier selected, contract/prices agreed.Licenses (permission for continued use) received from software designer, with invoice (to supplier).Invoice from supplier to client (MOD).Client (MOD) pays supplier's invoice.Supplier pays software designer's invoice (30 days net). 3. As part of the transaction have you (the client) arranged for an administration fee/mark-up for the work involved from this tender request? No. That would be generated / added by you, the Supplier, in their quote to us, the Client. The contract competition is effectively focused on that element of the purchase, as most suppliers will probably recieve the same price quote from the software designers. 4. Regarding “the supplier to purchase 25 specific software licenses” and “provide a fixed cost quote for potential future patches / updates, from the same company.”To be clear, this is 25 NEW licences and annual support for those? or just support for your current 25 licences? We currently have 25 licenses - expiring in March. We require to purchase/renew licenses again for this year and the following year, ie, covering the next two years. The licenses are effectively 'permission' to use the software period. Due to the existing relationship with the software-manufacturer, no actual software/serial numbers will actually be exchanged - purely the formal permission to continue use of the software. The only 'exchange' could be the production of a patch/upgrade, for which a fixed price will be generated by the supplier+software designer, required. This contract is purely a mechanism of payment from us to Elyisium.net.
