Tender description

Transport Infrastructure Ireland (TII) wishes to inform interested parties of a market consultation to be held in February 2021 to be held in advance of a planned procurement competition to establish a multi-party framework agreement for the procurement of Bitumen Emulsion Supplies and Services. TII intends to hold one on one market consultation meetings on foot of this PIN notice with interested parties who provide a relevant response to the accompanying questionnaire. It is intended for these meetings to be held in late February via the Teams communication platform. The purpose of these meetings is for TII to receive feedback from interested parties as TII develops our procurement approach. This feedback will be in areas such as, the operation of the framework, the possible utilisation of base prices and environmental issues in relation to the multi-party framework agreement for bitumen emulsions supplies and services. This PIN relates to a ‘preliminary market consultation’ in advance of the procurement of a multi-party framework agreement for the supply only of Bituminous Emulsion which will follow this market consultation and it is currently envisaged TII will be using an open procedure. The aim is to appoint to the framework, competent bituminous emulsion suppliers/manufacturers with experience and appropriate technical and professional ability in supplying and supply/spraying a range of bituminous emulsion products to local authorities participating in the framework agreement. The suppliers/manufacturers that are admitted to the framework will be invited to participate in ‘mini competitions’ by the individual contracting authorities (Local Authorities) for the provision of supplies and services described in the mini competition tender documents. Mini competition contracts awarded under the framework agreement will be awarded on the basis of the most economically advantageous on the basis of the award criteria set out in the mini competition tender documents.
