Tender description
The WMCA proposes that the following public bodies in the UK can access this framework agreement and any contract that results from this will be directly between the qualified supplier concerned and the public body concerned: — any local authority or public body in the UK, — Greater Birmingham and Solihull Local Enterprise Partnership, — Coventry and Warwickshire Local Enterprise Partnership Black Country Consortium, — West Midlands Growth Company. Lot 1: TfWM (Transport for West Midlands) which is part of the WMCA (West Midlands Combined Authority) is looking to procure suitable partners on a four year maximum term Framework Agreement in order to understand how customers perceive the strengths and weaknesses of the transport offer and which aspects of new scheme investment generates increased usage and improved levels of satisfaction in the West Midlands area. Market research and passenger data enables TfWM to gather information about customers and provides important information to identify transport market size and market needs as well as better understanding what people want, need, perceive and believe about the transport network, services and future schemes in the West Midlands. The scope of this framework will enable TfWM to source online market research panellists primarily residing, but also non-residents regularly travelling in, the West Midlands conurbation. Please see the Specification for further details of the requirements of this framework. Each piece of work is envisaged to be awarded by a suitable mini competition process and up to four suitable suppliers will be qualified to the framework and invited to take part in each mini competition. If a specialist supplier is qualified to the framework that is focused on for example young, BAME or for GDPR purposes then TfWM reserves the right to make a direct award if deemed to be appropriate. This tender is being evaluated on the basis of 70/30 quality/price and the closing date for submissions is 1200 noon on Friday 26th February 2021. If you have any clarification questions the deadline for submitting them is 1200 noon on Monday 22nd February 2021.
