North Lanarkshire Council (the Council) has an ambitious vision to re-invent North Lanarkshire as the place to Live, Learn, Work, Invest and Visit. The Council aims to implement its vision that enables inclusive economic growth and prosperity through an ambitious programme of regeneration and infrastructure investment. In March 2020 the Council approved a business case to procure a single commercial partner that will deliver the full spectrum of Enterprise and Community Services. Following extensive market engagement, a procurement was launched April 2021, which subsequently attracted insufficient market interest to proceed and was discontinued. The Council wishes to re-engage with the market to provide an update on the current status of the Enterprise Project (the Project), to present a proposed revised delivery model and phasing plans, to provide an overview of the future procurement opportunities relating to the Project, and to provide information on Phase 1 procurements and to invite feedback. Subject to testing with the market the proposed delivery and procurement models, the first Phase 1 procurements, currently anticipated to commence in Spring 2022, are: 1. Place Shaping Services; 2. Housing & Corporate Core Services & Projects; and 3. Roads & Winter Core Services & Projects. Interested parties are invited to attend an online pre-procurement Project engagement event (via Microsoft Teams) hosted by the Council. The event will be held on 08 October 2021 at 1000 via Microsoft Teams. This Prior Information Notice (PIN) is being published as part of the Council's pre-procurement market engagement for the Project. The Council wishes to re-engage with the market to provide an update on the current status of the Project, to present a revised delivery model and phasing plans, to provide an overview of the future procurement opportunities relating to the Project, and to provide information on Phase 1 procurements and invite feedback. The Council is currently preparing the Project for the following procurements, subject to pre-procurement market engagement: 1. Place Shaping Services (procurement expected to commence Spring 2022); 2. Housing & Corporate Core Services & Projects (procurement expected to commence Spring 2022); and 3. Roads & Winter Core Services & Projects (procurement expected to commence Summer 2022). An information memorandum providing information about the Project, the Council, its ambitions, future procurement opportunities relating to the Project and Phase 1 market opportunities is available from PCS. Interested parties are invited to attend an online pre-procurement Project engagement event (via Microsoft Teams) hosted by the Council. Interested parties will be invited to complete a questionnaire for the relevant Phase 1 procurements, which will be made available via the PCS portal following the pre-procurement Project engagement event, to provide feedback on key areas of the Council's proposed approach. The Council is keen to hear from the market on the proposed approach, including on any perceived barriers to participation in the procurements. Interested parties may be invited to participate in 1:1 meetings with the Council. Details on how to participate will be provided at the pre-procurement Project engagement event.
