Tender description

The College has traditionally conducted workforce planning activities on an annual basis. We now wish to move to a Talent Management approach, encompassing workforce planning, human resource management, organisational and staff development. A new Talent Management Strategy will ensure that the College, now and into the future, has a constructive, demand led approach to recruiting, developing, recognising and retaining talented individuals and teams, who are Ambitious, Bold and Creative in meeting the needs of our communities. The Talent Management Strategy will be based around the Talent Management Framework (TMF). STATEMENT OF REQUIREMENTS An HR Consultant is required to work alongside the Assistant Principal Operations & External Relations and the HR Manager, to: - Develop a Talent Management Strategy document, in consultation with relevant managers, staff and student representatives. - To undertake a gap analysis between current practice for each element of the Talent Management Framework (TMF) and produce a project plan, identifying the specific workstreams required to deliver the strategy. - Within the timescales available, to identify priority projects and support their implementation. The consultant needs to be available to attend meetings on a scheduled basis, via Microsoft Teams or another online platform. We expect that this will involve approximately 24 hours per week, however this can be worked as an average over a month. The work will be combination of onsite and remote working. Most importantly we are looking to get hands on support in all peaks and troughs through the process. Scope 1: Talent Management Strategy - Drafting of a Talent Management Strategy (TMS) in line with the Talent Management Framework (TMF) - Supporting the dissemination of the TMS to management, staff and student groups. - Prepare a final draft of the TMS for submission to the HR Committee. - Expected timescale 1 month. Scope 2: Talent Management Framework Gap Analysis - Undertake a gap analysis comparing current practice to the TMF, providing a draft report to the HR Manager, AP O&ER and AP SE&Q for feedback. - Develop a project plan including timeline, in consultation with the HR Manager, AP O&ER, Professional Development Manager and AP SE&Q. - Expected timescale 2 months. Scope 3: Priority Project Implementation - Agree priority project with the HR Manager, AP O&ER to identify short-term priority projects. - Support the implementation of short-term, priority projects, working with managers and staff, providing training and information as required. - Support management and staff engagement and consultation where relevant, producing reports and attending meetings as required. - Expected timescale 3 months.
