Local Authority Capacity and Capability Research

Tender description

Many local authorities currently struggle to secure funding and achieve timely delivery for their local transport priorities as they lack the capacity to successfully strategically plan for local transport improvements, and to develop and deliver comprehensive business cases and project plans. This project intends to use both qualitative (focus groups and/or interviews) and quantitative research (questionnaire) methods to gather evidence on Local Authorities' capability and capacity, with regards to what 'good' looks like, what the main factors are that affect it, what types of LAs need the most / least support, what type of support/interventions are needed. A range of stakeholders will be involved in the research, including LA officials themselves, DfT officials and a range of relevant external stakeholders.
