Summary of the work ONS’ website requires updating, reflecting changes to user base and the organisation, establishing the purpose, structure and design for our online estate, meeting the widest possible needs. ONS requires a clear strategic direction for ONS website and supporting channels aligned to ONS strategic ambitions. Expected Contract Length 4 months Latest start date Monday 4 October 2021 Why the Work is Being Done ONS’ website requires updating, reflecting changes to user base and the organisation, establishing the purpose, structure and design for our online estate, meeting the widest possible needs. ONS requires a clear strategic direction for ONS website and supporting channels, building on knowledge of user and business needs, aligned to ONS strategic ambitions (statistics for public good, inclusive data task force and corporate goals). This work should provide best model to deliver services, increasing flexibility/responsiveness, being sustainable. Three elements to ONS’s web estate to be reviewed: corporate presence/careers pages/dissemination service. Kick-off discovery - understand users/business needs, identifying address gaps by04/10/21 Review ONS websites -report summarising findings by20/10/21 Run a gap analysis reviewing ONS web-estate alongside other National Statistics Institutes. Report summarising findings/recommended approaches by19/11/21 Ensuring vision and findings are aligned with emerging findings of Technical roadmap/CMS initiatives by1/12/21 Develop channel strategy, supporting delivery of right content to right audiences by6/12/21 Define purpose/goals of web estate, proposal for refresh including assessment of content that should be delivered on other government properties by10/01/21 Initial prototypes and designs for refreshed ONS.gov.uk (covering corporate, careers and dissemination) meeting user-needs, including assessment of value and impact through user-research throughout the delivery process by17/01/21 Final Report by31/1/22 Problem to Be Solved Discovery: Setting the goals for our online channels, aligned to existing strategy looking to the future Review user feedback, based on existing ONS personas, identifying gaps, through user research activities (building upon existing learnings) Emerging business needs Review ONS websites, assessing provision against needs Compare approach across similar organisations dissemination services to provide broader insight and gap analysis Strategy Develop vision for ONS online including channel strategy that supports ONS strategic goals Support ONS to set out a proposal the future of the ONS web estate Assess whether any content should be delivered on other government properties Consider whether existing content should be retired or positioned in different ways Designs: Set out designs and working prototypes for a refreshed ONS.gov.uk (covering corporate, careers, etc.) that meets user needs Continuously assess value and impact of prototypes through user research Assess interest in collaboration and partnerships through user research Implementation Propose an implementation plan to deliver the changes and migration of content from existing properties Reporting progress Weekly check in meetings moving to fortnightly/monthly as programme progresses. Reporting to steering groups. Regular Show and Tell sessions with stakeholders to engage and inform Align to timescales and findings of associated pieces of work Who Are the Users Digital Publishing Existing Team Technical Leads Developers (front/back/full stack) Business Analysts User Research Product Owner Service Owner Data Visualisation Specialists Content Editors Publishing Officers Delivery Data Architects Social Media Solution Architects Deputy Director and the Senior Management Team Statisticians Current Phase Discovery Skills & Experience • Demonstrate by a successfully completed contract within last 3 years; • -capability to undertake a review of purpose and goals of different elements of a large-scale web estate, determine future vision, setting out prototypes and designs for future approach. • - how a new strategy has delivered value to the organisation • Demonstrate by a successfully completed contract, Capability to set out the channel strategy (purpose of associated web sites, social and partner proposal); • - setting out online estate, assessing routes for dissemination, identifying possible partnership. Nice to Haves Demonstrate by a successfully completed contract, capability to run a user-centred Discovery process to determine future user and business needs (based on existing corporate personas and user insights). Work Location Remote working as with Covid-19 guidelines. ONS Newport and Titchfield office as and when required Working Arrangments Remote working but with a need to come to offices when required for collaboration purposes Expenses must be agreed in advance on a case-by-case basis inline with the ONS Travel and subsistence policy. Security Clearance BPSS Clearance Additional T&Cs User needs - Ensure all personas are accounted for, including building on existing learning. Content strategy addresses all ONS personas Timescales - Milestones below achieved 90% of the time, all work delivered on/before 31/01/22 Security - Solutions will account for the necessary security Information assurance involvement and approval of any security requirements Stakeholder management - Working with the Programme Manager, run workshops and feedback sessions to business areas Programme plan to set out involvement of stakeholders throughout the process Pairing - Ensure that the plan includes an approach to upskill ONS product teams through involvement (pairing) Handover documentation No. of Suppliers to Evaluate 3 Proposal Criteria • Please confirm, in detail, your Methodology for delivering the requirements for a content management system, taking a structured approach to content development, management and publication. • Confirmation that you will meet the deadline for completion of the contract in accordance with Milestone/Deliverable • Provision of a Gantt Chart (or similar) to illustrate your programme for delivery, including confirmation of dates for completion Milestone/Deliverables • Explanation of how the method proposed to the user-centred Discovery will bring existing user research and new insights together • Explanation of how the method proposed will satisfy a broad set of challenging stakeholders opinions will collated into a common agreement (needs and solutions). • Explanation of how the proposed method will be accurate in determining a strategy to deliver the transformational outcomes envisaged. • Explanation of how you will ensure a user first approach. • Explanation of the benefits associated with a change in strategic direction including value generated through partner strategy • Explanation of the prototyping techniques to be used. • Explanation of the involvement and accountabilities of ONS. • Please illustrate how the approach will support our ‘Statistics for the Public Good’ strategy - https://uksa.statisticsauthority.gov.uk/statistics-for-the-public-good/ • Please ensure that the scope includes reference to all of our corporate personas in our aim to reach an inclusive audience. Cultural Fit Criteria • How will the resources put forward by the supplier ensure that they communicate effectively to other team members, and AUTHORITY as appropriate: • Please describe how the resource will report effectively up the management chain within the AUTHORITY; • Please describe how the resource will deliver specialist technical information to an experienced technical end-user; and • Please describe how the resource will deliver specialist technical information to an end user assuming that the end user has no technical knowledge. Please could you confirm how this opportunity will need to align with the delivery of the following opportunities:a. 15439 – ADVICE AND SUPPORT TO SET OUT REQUIREMENTS FOR A STRUCTURED/COMPONENTISED CONTENT MANAGEMENT SYSTEMb. 15451 – Technical Roadmapping Exercise For ONS Dissemination All 3 opportunities are closely aligned and help to set the strategic direction for the ONS web estate and beyond for the next 3 to 5 years. Because of the need to complete the work within this financial year, we have taken the decision to run the work in parallel rather than sequentially. There are dependencies and overlaps between each of the pieces of work and the ONS programme manager will work with the successful bidder(s) to ensure that duplication is minimised and bidders are able to collaborate and share information as needed to ensure the success of the programme. 7. IMPORTANT NOTE TO BIDDERS The Authority can confirm the following: -The deadline for completion of the contract has been moved to 31st March 2022.Aside from the target dates for Contract Commencement and Completion, the Authority confirms that bidders can disregard the interim milestones DATES provided in the ITT and instead propose their own dates for achievement of the interim milestones. 8. Having read both the ‘Technical Roadmapping’ and ‘Requirements for a structured CMS’ opportunities that you have recently published, we’re keen to know how these three opportunities fit together?It seems like there is some duplication of needs across all three opportunities and that they are somewhat dependent on the outcomes of the others.Can you please confirm how you plan to structure this programme of work to ensure suppliers can work together to produce the best outcomes for each? All 3 opportunities are closely aligned and help to set the strategic direction for the ONS web estate and beyond for the next 3 to 5 years.
