Summary of the work The NHSBSA architecture function is delivering architecture work, which impacts across Technology, Digital and Data. The capability of our Architecture Delivery Partner ensures that the function realises its ambitions. The DDaT functions supports approximately 3000 staff, across multiple sites. These and our Strategy can be found on: https://www.nhsbsa.nhs.uk/what-we-do/strategy-business-plan-and-annual-report Expected Contract Length 2 Years with an Option to extend for 12 months Latest start date Friday 1 October 2021 Budget Range Our projections of the type of resources required for the work packages that are currently in scope are NHS Agenda for Change Roles at Bands 7, 8a and 8b. In year one our projected architecture work packages will require (4) band 7, (7) band 8a and (1) band 8b, a few roles will be for less than the full 12 months this may vary. We are currently projecting a 25% reduction in year 2 and a further 50% reduction in year 3. We would be interested in commercial models that give us savings and flexibility in financial and contractual terms. Why the Work is Being Done The NHSBSA is an Arm’s Length Body of the Department of Health and Social Care. We provide a platform for at scale, national payments for primary care services to dentists and pharmacists. We support the NHS People Plan providing employment, HR and payroll platforms, as well as providing financial support to NHS students and managing the NHS Pension scheme. We also provide a wide range of services direct to the public to help citizens in gaining access to the healthcare and support with costs to which they are entitled. The NHSBSA technology environment has recently undergone significant change which has ended a long-term IT outsource contract with Capita bringing some services in house and establishing new contracts for others. We have a mixed infrastructure estate with the majority of data and applications residing in the Crown Hosting data centres. However, all new applications and services are being developed for cloud first and public cloud platforms. We have consolidated separate technology functions and built new teams. Maturing these new teams by investing in both additional capacity, new capabilities and modern tooling is now a key feature of our strategy. Problem to Be Solved The Architecture function within the BSA's Technology tower is seeking to complement its existing capability to enable rapid progress of a number of key delivery activities. These activities will be delivered by either a work package describing the creation of a blended team, extending internal NHS BSA teams that need additional capacity; or via a full work package encompassing an independent delivery. In the event of a blended team, the work package will describe skills, capabilities and outcomes and also facilitate knowledge transfer whilst we develop and grow capability from within. A full work package will also describe working with the rest of the NHS BSA to ensure successful delivery, handover and knowledge transfer. The deliverables will require work between Technology, Digital and Data to ensure that the architecture team can realise its ambitions whilst continuing to mature the function. This contract will support the delivery of various projects which spans across a number of service users. The Delivery Partner is required to assess costs in accordance with NHS Agenda for Change Rates. Work Already Done New Requirement. Existing Team This is one of two contracts with similar descriptions but a focus on different skillsets and types of delivery. This Architecture Delivery Partner contract focuses on architecture and design work packages. The other contract for an Technical Delivery Partner focuses on activity that will bring those specific designs into production. We recognise that some suppliers might specialise in one or other of these skill areas and this contract pair could be let to the same, or to different more specialised, providers. We are looking for a partner(s) to support these services over an initial period of up to 3 years. Work Location The NHSBSA Headquarters are in Newcastle upon Tyne; we are open to remote working but essential collaboration activity will happen during UK working hours. Working Arrangments Suppliers may need to fulfil work packages (either full teams or augmenting our teams) at short notice, working NHS BSA and possibly other departments and arms length bodies to deliver architecture outcomes. Working arrangements for a particular project will be specified in a Statement of Work. We estimate a maximum of 10 concurrent Statements of Work. As we have found that the average basic salary for the skills you require are higher then the bands expected. A6. Bullet point 1 begins “Using at least 1 example of where you have done this before,...”.Please can you clarify what “done this before” refers to?Is it general requirements gathering, establishing client relationships or delivering an architectural solution, or something else. A13. The 100 word response will need to state, a past example of requirements being gathered for the delivery of an architecture solution, whilst building a client relationship. 14. Q14. Could you provide the timetable of procurement events from now till 1st October 2021, e.g. short-list of phase 1, stage 2 start etc. A14. Following this shortlist stage, the next stage will be published on the 17th September, Presentations to take place week commencing 20th September. The evaluation will be concluded by the end of September and following an internal contract award approval process, contract notifications will be sent out before mid October. 15. Q15. In respect of the supplier’s experience of managing DDaT-resources/demands (question 4 under ‘Essential skills and experience’), could you confirm if suppliers are able to provide examples from the private sector for equivalent roles. Could you advise if it is a mandatory criteria for suppliers responding to this DOS requirement to have experience of performing and/or managing Architecture DDaT roles in a Public Sector environment.
