Network Rail is looking to examine the level of interest in the market to provide Tree and Stakeholder Management services. The level of interest received will help inform the organisation’s route to market. Network Rail is seeking to procure the services of an organisation that can act as an independent mediator when conflicts arise with external stakeholders due to woodland strategy proposals. It is important that the supplier will be perceived by external stakeholders to be acting objectively as a “critical friend”. Further to this, the supplier must be a subject matter expert. The contract will also include creating guidance documents, and networking on behalf of Network Rail. Network Rail is undertaking preliminary market engagement regarding this requirement in the form of this PIN and an associated questionnaire. This PIN is issued solely for the purposes of preliminary market and is not a call for competition. Any competition will be advertised at a later date via a separate notice.
