Tender description
The award of the contract is lawful in accordance with regulation 32 of the Public Contract Regulations 2015 (as amended) as competition is absent for technical reasons. Norfolk County Council awarded a contract without prior publication of a call for competition as due to the existing software it negates the ability to undertake a competitive procurement with other specialist companies as a different monitoring system would not be able to connect with the existing hardware.
