<p>As part of the Economic Recovery Plan for Herefordshire the council is seeking to incentivise its residents to spend locally on a range of goods and activities that will increase local expenditure within the local business community. We would like to be able to implement a pre-payment card system which is fair, transparent, and open to all households within the county where cards are issued to households, a pre-determined budget is loaded onto each card, and cards can be used in businesses located in the county. The council has an indicative budget of &pound;1.5 million which includes administration costs and the provision of credit to users. The budget is available for the current financial year (2020/21) and the timeframe for commencing operational delivery is September (2021) with the scheme ending on 31st March 2022.</p> Keywords: Provision of services to the community, Financial and insurance services, Postal and telecommunications services
