Cloud Hosting Services Framework

Tender description

Anglian Water Services as the contracting authority is putting in place a Framework Agreement for use by Anglian Water Services, which includes the compute services of IaaS and PaaS. This will be a route to market for Anglian Water Services to procure their scalable cloud hosting requirements as more specifically described in section II.2.4. Lot 1: The main purpose of this framework agreement is to put in place a route for Anglian Water Services to buy their Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) requirements directly from the owners of public cloud platforms (Suppliers) for hosting of its applications suited to the cloud, including rapidly scalable infrastructure to host trials, proof of concepts and services on-demand without the need of procurement of capital hardware and support and maintenance and approved to cyber security standards. The scope is necessarily restricted to 'pure' compute requirements which do not require additional professional services. The services can most simply and usefully be thought of as a commodity 'utility' service where Anglian Water connect to and use the Supplier's platform and processing resources for their own requirements. Examples include the cloud hosting of an ERP system such as SAP S/4HANA and other applications used by Anglian Water, and particularly the ability for the services to provide multi-cloud capability. Bidders should note the following key requirements to participate in the procurement of this framework agreement: 1) you must be in sole control of: (a) all the hardware and operating systems in the provision of your PaaS services; and (b) all hardware (virtual or dedicated hardware) in the provision of your IaaS services? 2) you must use the Public Cloud Deployment Model here: https://nvlpubs.nist.gov/nistpubs/Legacy/SP/nistspecialpublication800-145.pdf to provide the services; 3) you must be able to offer a minimum platform availability of 99.9 % across an all day every day baseline; 4) you must be able to provide the Services using compute resources and infrastructure based in the UK and EEA, 5) where hosting SAP (for SAP hosting contracts), you must have a valid Hardware and IaaS Certification for SAP HANA and have evidence of such Certification from SAP. This Certification must be maintained for the duration of the Framework. 6) you must be able to charge and invoice in pounds sterling. Additional information: please note the duration of the framework agreement will be a maximum of 48 months, with the first term being 48 months, with a possible extension of 2 (two) 24-month periods.
