The Provision of Service for consultants to prepare a Housing Strategy and undertake a Housing Need Demand Assessment (HNDA) to inform the preparation of the Draft City Development Plan 2023-2029

Tender description

The Housing Strategy is considered to be an integral part of the development plan process and will inform housing policy and ensure that sufficient land is zoned and serviced to meet the diverse housing needs of the existing and future population of the city. It will also contribute to the development plan core strategy, take cognizance of the prevailing national and regional planning policies, provide the evidence based approach required to meet the future development demands of the city, including the support needed to deliver the housing requirements that can support the targeted population. To inform the Housing Strategy and consequent housing policies, the National Planning Framework (NPF) requires that the Housing Need Demand Assessment (HNDA) methodology is used as a supporting tool for assisting in the estimation of the longer term requirements for housing. The objective of using a HNDA is to provide a robust, evidence base to support decisions relating to future housing requirements, wider investment decisions and housing related services.
