Summary of the work Develop and operate an online OIM Gateway to facilitate interaction with stakeholders and gather insight and intelligence from businesses, consumers and other 3rd parties. A public facing service that is hosted on GOV.UK and A database to store information submitted via the web form Expected Contract Length Up to December 2021 possible extension to March 2022 Latest start date Monday 12 July 2021 Budget Range £130,000 Why the Work is Being Done Following EU Exit a new function called the Office for the Internal Market (OIM) has been set up within the CMA. The OIM will monitor the running of the UK Internal Market. Its primary role will be to provide a set of independent advisory, monitoring and reporting functions to support the development and effective operation of the UK Internal Market. Problem to Be Solved To enable the OIM to perform its role there is a requirement to develop and operate an online OIM Gateway to facilitate interaction with stakeholders and gather insight and intelligence from businesses, consumers and other 3rd parties. Who Are the Users The main users of the OIM Gateway will be the OIM staff, UK businesses, consumers and (potentially) the Devolved Administrations and UK Government departments. UK businesses and consumers will need to be able to report any potential issues and regulatory distortions within the UK Internal Market. Potentially, the Devolved Administrations and UK Government departments to submit and request advice and reports from the OIM. The OIM staff will need to be able to receive and review submissions from UK businesses, consumers and other stakeholders. Early Market Engagement N/A Work Already Done The OIM Gateway is very similar to the Online State Aid System (OSAS) developed in 2019, which also had a public facing web form and an online portal that could be accessed by UK Granting Authorities. During the Discovery phase the CMA has worked with one of its incumbent suppliers who worked on the original OSAS development to produce a high-level design based on the technologies used to build OSAS. The supplier also produced initial wireframes that will be further reviewed and refined during the project. Existing Team The Supplier will be working with a team that currently consists of a Product Manager, Project Manager, Business Analyst, Service Transition Lead and representatives from the CMA Web Publishing Team. Current Phase Discovery Skills & Experience • Demonstrable and recent (within the last 2 years) experience of building services to meet the Government’s Service Standard (5%). • Demonstrable and recent (within the last 2 years) experience of delivering digital solutions that meet Level AA of Web Content Accessibility Guidelines (WCAG) 2.1 (3%). • Demonstrable and recent (within the last 2 years) experience of designing services that meet both user needs and business objectives (3%). • Demonstrable and recent (within the last 2 years) experience of applying relevant user-centered design methodologies across all phases of development (3%). • Give examples where the Supplier has used agile methodologies to successfully deliver development projects (3%) • Provide examples where the Supplier has developed cloud-based solutions using Azure, SharePoint online and bespoke HTML web forms (3%). • Give examples where the Supplier has worked on Central Government projects where the solution has had to comply with legislative requirements (3%). • Provide examples where the Supplier has provided development resources that have integrated with the client’s project team (3%). Nice to Haves • Provide examples where the Supplier has provided development resources that have worked with UX and test resources from other suppliers • Give examples where the Supplier has worked on projects that have delivered solutions with data capture and workflow components Work Location Due to the COVID-19 pandemic the project team and OIM staff are currently working remotely with meetings taking place via Microsoft Teams. Any supplier resources must also be able to work remotely. From September 2021 it is expected that the project team and OIM staff will spend at least three days a week at the CMA’s offices at The Cabot, 25 Cabot Square, London, E14 4QZ. From that point supplier resources may also be co-located onsite. Working Arrangments Client-side delivery and engagement with the Supplier will be provided by the CMA Project Manager who will provide the Supplier interface to key stakeholders within the CMA, OIM, BEIS and GDS. This will be provided at notification stage. No. of Suppliers to Evaluate 3 Proposal Criteria • Understanding of the requirement – examples showing that the supplier has understood the goals and deliverables required 6% • Approach and methodology – examples that demonstrate a strong understanding of agile and core principles and how these were applied to successfully deliver development projects 6% • Understanding of CMA technologies - Microsoft Office 365 (E5), Azure, SQL, SharePoint Online, HTML 5 forms (6%) • Resourcing structure to deliver, and evidence of resource pool 6%. • Demonstrate evidence how best practice in Agile Governance has been used to deliver successful digital services (6%). • Fully evidence comprehensive detailed capped time/materials pricing and methodology for all resource/roles rates, materials and expenses, both off and on-rate card (4%). Cultural Fit Criteria • Have a culture of sharing and learning (2%). • Be transparent and collaborative when making decisions (2%). • Be comfortable challenging non-technical and technical decisions where they see value in an alternative approach (1%). Could you please provide examples of what you mean by legislative requirements? The Office for the Internal Market will carry out advice, reporting and monitoring functions set out in the UK Internal Market Act 2020.The OIM Gateway will need to provide a solution that assists the OIM in carrying out these statutory functions and that takes account of definitions and requirements set out in legislation. We would like to see examples where the supplier has developed solutions that have also had to comply with requirements determined by laws and/or statutes. An example might be compliance with requirements driven by laws and statutes related to EU Exit. 2. Please could you confirm if the budget outlined in the overview is purely for the Discovery phase or if it covers the entire development? The budget outlined is for the entire project based on development resource(s) working on the project in two week sprints from mid-July through to early-December. We are expecting development to start in the Alpha phase in July, with a view to entering Private Beta for the minimum viable product (MVP) in August ahead of a September go-live. We would then require resource(s) to work on enhancements during Public Beta and non-MVP functionality after go-live. 3. Will CMA also be providing test roles, or is this expected from the supplier? This specific requirement is for development resource only. We would expect the developers to perform unit tests and a degree of integration testing. However, resources for functional, accessibility, performance and acceptance testing will be sourced separately. 4. Will the development team be wholly managed by CMA on a day-to-day basis? The development team would be expected to work collaboratively with the OIM Gateway delivery team under the direction of the CMA Project Manager. The project is being delivered using an agile, iterative collaborative approach based on two week sprints so they would be expected to attend daily stand ups with daily interaction with the Project Manager, Product Owner, Business Analyst and Testers.
