COV - Legal case management software system - AWARD

Tender description

The Council is tendering to contract for a cloud hosted Legal Case Management software system. The contract will include within its scope the implementation, project management, training, data migration, ongoing hosting, subscription / licensing, ongoing support & maintenance and any relative development and/or upgrades required during the term. Further information can be found in the Standard Questionnaire and supporting appendices provided. The contract will also include the ability for the Authority to call off coroners functionality if available from the awarded Supplier during the term of the contract. It is not mandatory for tenderers to have such functionality to tender for the Legal Case Management software system contract and it will not form part of the evaluation; The purpose of including coroners functionality in the scope is purely to allow the Authority to call off and seek efficiencies of having one contract, with ideally one solution, if such functionality is or becomes available during the contract term. The Council is concluding a Accelerated Competitive with Negotiation Procedure. Justification for the accelerated procedure: This procurement is being undertaken on an urgency basis and as such the provisions of regulation 29(10) shall apply, due to the fact that the time limit laid down in the regulations are impracticable for the award of this contract due to the level of existing disruption being incurred by the Authority from the need to upgrade its existing solution.
