Tender description

As the designated Managing Authority, the Southern Regional Assembly is seeking tenders from suitably qualified and experienced environmental consultants to carry out the following services for the proposed European Regional Development Fund (ERDF) co-financed Southern, Eastern and Midland (SEM ) Regional Programme 2021-2027. • A Strategic Environmental Assessment prepared in accordance with sections 21 to 25 of the Planning and Development Act, 2000 (as amended), which fully complies with the principles and requirement of the SEA Directive 2001/42/EC, European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. 435 of 2004) and S.I. No. 436 of 2004 (Planning and Development (Strategic Environmental Assessment) Regulations 2004 as amended by S.I. No. 200 of 2011 (European Communities (Environmental Assessment of Certain Plans and Programmes) (Amendment) Regulations 2011) and S.I. No. 201 of 2011 (Planning and Development (Strategic Environmental Assessment) (Amendment) Regulations 2011) respectively. • As part of the SEA, screening for Regional Level Flood Risk Appraisal (RFRA) and, where required, additional stages of RFRA in accordance with the requirements and guidance of sections 4.2-4.10 of Department of Housing, Planning, Community and Local Government Guidelines for Planning Authorities No. 20: "The Planning System and Flood Risk Management". • Screening for Appropriate Assessment and, where required, additional stages of AA as necessary, under the European Communities (1992) Council Directive 92/43/EEC on the Conservation of Natural Habitats and Wild Flora and Fauna (the Habitats Directive) and SI No.477/2011 European Communities (Birds and Natural Habitats) Regulations 2011, Regulation 42 of which requires any plan or project by a public authority to screen for AA Lot 215258: Professional Services for Strategic Environmental Assessment and an Appropriate Assessment for the 2021 – 2027 Regional Programme for the Southern, Eastern and Midland Regions Electronic submission only
