Framework agreement for the provision of programme and fund management services. Contract award for Lot 1 only and notice of abandonment of procurement process for Lot 2. In accordance with Regulation 55 (1) Public Contracts Regulations 2015, we advise you that we have taken the decision not to proceed with Lot 2 of this procurement as we have only received two compliant bids for this lot. This limited level of competition is unlikely to achieve the optimum outcome for the authority as we had hoped to appoint up to five suppliers to this lot, to ensure the necessary level of capacity was in place and to ensure a more diverse and resilient supply chain. it is not considered expedient, or in the public interest, to carry on this award procedure. It is likely that a new procurement process will commence in the future. Lot 1: Project and programme development and technical appraisal services include but is not limited to: • assistance with the development business cases of strategic projects that support the delivery of the North East Strategic Economic Plan and other strategic documents. • technical appraisal of project applications received for grant and loan funding to a range of publicly funded programmes including those delivered by the North East LEP. • assistance with the development of funding programmes that support the delivery of the North East Strategic economic plan and other strategic documents. • project development and technical appraisal compliant to HMT Green Book 5-Case structure. • value for money and benefit cost ratio assessment.
