Specialist Assessments for LAC and Children under Kinship arrangements (CYP - 2021 - 003)

Tender description

The London Borough of Brent invites relevant providers to tender for the provision of Specialist assessments for LAC and Children under Kinship arrangements. This is a social and specific service in accordance with Directive 2014/24/EU Article 74. The service is expected to facilitate the provision through a Hub and Spoke model. The network consisting of a single provider (hub), which offers a full array of services, complemented by subcontracted providers/individual assessors (spokes) which offer limited services. The service is to drive market competition (where appropriate), innovation, efficiencies, thereby delivering best value for the council. The range of specialist assessments required include: • Psychological assessments • Domestic Violence risk assessments • Psychiatric assessments • Parenting Assessment Manual Software (PAMS) assessments • Parenting assessments • Together and Apart assessments • Special Guardianship Order (SGO) assessments • Kinship/Connected Persons' Assessments • Form F assessments The Contract is for 24 months with an optional extension clause of 12months subject to performance. The contracting authority reserves the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award a contract for part of the services at its sole discretion. The contracting authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and/or tenderer before signature of any contract with the contracting authority shall be incurred entirely at the applicants/tenderers risk.
