Market Engagement Questionnaire for the establishment of a Dynamic Purchasing System (DPS), from which to procure Passenger Transport Services across North Yorkshire

<p>Currently, the Council undertakes to re-evaluate all of its contracted mainstream home to school and subsidised local bus service contracts across North Yorkshire through a continuous rolling annual programme of area reviews. The county is split into four review areas, with the whole cycle taking four years to complete. Contracts therefore tend to be offered to operators for a contract period of four years. IPT also reviews contracts for Special Schools on a school-by-school basis through a continuous rolling programme of review, with contracts typically offered for a contract period of two years. The Council spends in excess of &pound;24 million per year on home to school transport and &pound;1.5 million on local bus services (plus an additional &pound;6 million on concessionary fares across the county. The Council intends to establish a Dynamic Purchasing System (DPS), from which all passenger transport services across North Yorkshire will be procured in the future. The Council would like to understand certain aspects from the market prior to establishing a long-term solution.
